"The true subject, this is not the election of Jean Sarkozy, it is rather the extension of the defence, the future of this territory in the metropolis, must really be a French Manhattan", analysed yesterday Philippe Laurent, Mayor of Sceaux (DVD) and General Counsel of the Hauts-de-Seine, before the cessation of the young General Counsel. Indeed, it was expected that the elected representatives of the Department are called upon to give their opinion on the orders of fusion of the Epad with the public establishment of development Seine arch (Epasa) in the neighbouring territory of Nanterre.
Transmitted in early August by the prefect of the Department to the communities concerned, these orders are planning to extend the perimeter of the operation of national interest (ISO), including on the municipalities of Nanterre and La Garenne-Colombes. They have raised the ire of the Communist Mayor of Nanterre, Patrick Jarry, who thus loses control of the development on half of its territory.

Grumbles all-out
"It is mandatory that these orders evolve." It should be no crisis without removing these texts and postpone the nomination of Jean Sarkozy, asks Patrick Jarry. Everything is linked. The President of the Republic impose us this because he did not, to the right of majority on its extension project. "The Communist elected denounced a project that would make strong square metres of offices. It is intended, according to him, to carry out more than 1 million mètres square offices, that the objectives of the Lelarge report on the attractiveness of the defence (summer 2008). It was to go beyond the 450,000 square metres by the revival of the defence plan launched in 2006 by Nicolas Sarkozy.
"Resuming dialogue, see together what urban project can be designed, why not with the architects of the consultation on the Grand Paris" offers Patrick Jarry, whose City Council rejected the decrees. In early October, the Regional Council of Ile-de-France had done the same, denouncing "the absence of project" and denying that "the development of the supply of offices on Nanterre has for object to save the Epad bankruptcy."
The complaints also came from the city of Paris, évincée of the Board of Directors of the future Epadsa. Right, Courbevoie unanimously denounced the operation. "Communities have never been consulted, assured the Mayor UMP Jacques Kossowski," and they do not all have the same representation in the future Board of Directors."The municipal Council of Puteaux, taken by the UMP Joëlle Ceccaldi-Reynaud, went last night in the same direction and also critical the perimeter.
These negative opinions come feed the reflection of the Council of State, which is expected to decide after November 3. In the meantime, Jean Sarkozy could show that he has heard the criticisms of the elect.
"In fine, the very clear intention is to tear the project and to rebuild a complete with a review of the Board of Directors and possibly even of territoriality", analysis an observer preferred folder.
This would undeniably constitute a trade mark of appeasement. Who will do however mention to anyone that the objective of the President of the Republic remains to this area, in the Grand Paris, a City in the French.
